I thought about adding painted lines, or adding coloured party banner paper but I was worried about sun burned lines, or paint bleed into the ice so I decided to just get blue and red duck tape and placed the taped lines down the side of the boards

Jeff,

Yes, you do have to use a special paint that adheres to the ice surface. This can be purchased at "Nicerink" or any supplier of rink equipment. A word of caution, though. the dark lines on the ice attract the sunlight and may cause your ice to melt across the length of those lines. If you use a liner, some people paint the surface of the liner and then add water. I guess if the ice is thick enough it will not melt where the lines are.  I put paper lines down ( like a crepe paper), very thin, and sprayed lightly over them. Those too attracted the sun and I had red and blue dye spreading out from the paper lines. What a mess! If you look at pics of my rink, I painted the lines on the boards, and that works!!
